                    TAX & NONPROFIT POLICY
REPORTS TO:  SVP, PUBLIC AFFAIRS


ORGANIZATION OVERVIEW:
The Jewish Federations of North America (JFNA) represents 146 Jewish Federations and over 300 Network communities, which raise and distribute more than $3 billion annually and through planned giving and endowment programs to support social welfare, social services and educational needs. The Federation movement, collectively among the top 10 charities on the continent, protects and enhances the well-being of Jews worldwide through the values of tikkun olam (repairing the world), tzedakah (charity and social justice) and Torah (Jewish learning).
 

Additionally, over the past decade, JFNA has maintained a position of leadership on domestic public policy and funding issues that affect Federations and their communities.  Notably, the Washington DC office has developed significant expertise regarding the tax-exempt status of our charitable network and influencing policies that drive federal funding to specific communal needs.  This position offers an expertise in the legal arena around government affairs, tax, and nonprofit policy.
 

This position is a member of a team focusing on the breadth of JFNA’s government affairs priorities crafted to support flourishing Jewish communities by securing non-profit security funding; combating anti-Semitism; helping our communities overcome the COVID-19 pandemic; addressing economic vulnerability, including by supporting stronger healthcare policies, Holocaust survivors and other older adults, and individuals with disabilities; promoting justice; and protecting charitable deductions.
 

RESPONSIBILITIES:          

  • Serve as lead advocate and lobbyist on legislative proposals, administrative regulations, and public policy issues before Congress and the Executive Branch on nonprofit tax, estate and gift tax, the Paycheck Protection Program, and other legal and regulatory issues impacting nonprofit organizations;
  • Work with and steward relevant work groups of professional and lay leaders in the Federation system (as well as other major Jewish networks to the extent possible) to develop relevant nonprofit tax policy proposals and recommendations on behalf of the system;
  • Build & maintain relationships with key Members of Congress and the Administration and their staff;
  • Work collaboratively with the JFNA Planned Giving and Endowment team and relevant professionals in the Federation system on technical and policy issues; 
  • Prepare detailed background memoranda, grassroots action alerts, resolutions, and other documents on nonprofit tax and other policy issues for Federation lay and professional leaders;
  • Represent JFNA in coalition meetings on nonprofit tax and policy issues, help build relevant coalitions, and work collaboratively with the Independent Sector, the Council on Foundations, Leadership 18, and other national and local organizations that focus on nonprofit tax issues;  
  • Serve as a lead staffer for JFNA in the roll-out of major new federal initiatives that impact on nonprofit health like the Paycheck Protection Program;
  • Respond to requests for nonprofit tax and policy issues from Federations and their affiliated agencies, including to the extent possible on the development of related state nonprofit tax and endowment initiatives; 
  • Make presentations on nonprofit tax and nonprofit policy issues to designated groups on issues of interest; and
  • Contribute to the preparation of JFNA publications, webinars, and other presentations on nonprofit tax issues.


QUALIFICATIONS:            

  • Extensive knowledge of Federal tax policy, including charitable income and gift taxes and planned giving;
  • Extensive knowledge of Federal legislative and regulatory processes; 
  • At least seven years of experience on Capitol Hill (relevant committees such as Small Business, Senate Finance/House Ways & Means Committees a significant plus), a relevant Executive Branch agency (Treasury, IRS, etc.), and/or at a government relations department at a nonprofit or for-profit organization focusing on tax and regulatory issues impacting nonprofits;
  • Excellent advocacy, writing, research, and oral communication skills;   
  • Good contacts with Members of Congress and Federal officials who make and implement Federal tax and nonprofit policy;
  • Graduate degree in law, accounting, or related field preferred;
  • Knowledge of the organized Jewish community and the Federation system is helpful.
